Dubai Launches AED 55Million Car Revamp Hub

November 1, 2025by ATB Research Team0

In a move signalling Dubai’s deepening commitment to automotive innovation and sustainability, DP World and Cars24 have announced a joint investment of AED 55 million (approximately USD 15 million) to build a major automotive refurbishment car revamp hub at the National Industries Park (NIP) in Dubai.

The 220,000 sq ft facility, set for construction in November 2025 with operations expected to begin by August 2026, marks a strategic step in strengthening Dubai’s role as a regional automotive centre.

What the Car Revamp Hub Offers

A state-of-the-art refurbishment centre capable of processing over 100,000 vehicles annually, spanning multi-brand operations including electric vehicles (EVs) and Chinese original equipment manufacturers (OEMs).

Located within NIP, the facility benefits from direct linkages to DP World’s ports, logistics corridors and free-zone infrastructure — enabling efficient import, refurbishment and re-export of vehicles.

Solar-powered operations emphasising sustainability, with each vehicle undergoing more than 140 internal checkpoints and securing certifications from the Roads & Transport Authority (RTA) Dubai and the Ministry of Industry & Advanced Technology (MoIAT) 5-Star rating for safety and quality.

Job creation of over 200 new roles initially, enhancing the local workforce and supporting Dubai’s diversification goals.

How It Works

Construction of the 220,000 sq ft facility will start in November 2025, with the target opening set for August 2026.

Vehicles arriving for refurbishment will go through a multi-brand process: inspections, servicing, pre-delivery checks, EV-specific refurbishment, and export preparation.

The hub’s placement in NIP means integration into the larger automotive and logistics ecosystem streamlining flows from ports to assembly, refurbishment to export across the GCC and Africa.

The sustainability dimension: By extending the lifespan of vehicles (especially EVs) rather than manufacturing new ones, the hub supports circular economy principles and reduces emissions associated with new vehicle production.

Legal and Financial Impact on Businesses

Enhances Dubai’s automotive cluster: For component suppliers, aftermarket service providers and logistics firms, the hub opens new business opportunities within a high-throughput refurbishment ecosystem.

Regulatory premium for refurbished vehicles: With rigorous inspection standards (140+ checkpoints) and formal certifications (RTA, MoIAT), companies can market refurbished vehicles with a stronger compliance and quality assurance narrative.

Supports EV adoption and circular economy: By enabling refurbishment instead of only new manufacturing, the hub helps businesses pivot to green-mobility servicing models and meet sustainability-linked regulatory expectations.

Improves supply-chain resilience: Firms that export or import vehicles will benefit from proximity to ports and seamless logistics, reducing lead times and cost-structures.

SME & service partner opportunities: Beyond the hub operator, a network of specialised service providers (diagnostics, EV battery servicing, logistics, export-preparation) will emerge, offering new revenue lines for smaller firms.

Strategic Significance

For legal consultants, compliance officers and sector advisers, this development underscores several strategic themes:

Dubai is moving beyond traditional vehicle assembly into high-value aftermarket, refurbishment and circular mobility services, reinforcing its hub status.

The facility’s integration with global logistics and trade zones positions Dubai not just as a consumption market, but as a regional export gateway for refurbished vehicles.

The regulatory and certification focus (RTA, MoIAT 5-Star) means businesses need to ensure compliance frameworks, quality controls and certification readiness in any refurbishment or export model.

For investors and service-providers, the timing (late-2025 start) offers a window to position partnerships, supply chain links, and service contracts ahead of operational launch.

Strategic Advance in Dubai’s Automotive Vision

The AED 55 million refurbishing hub at NIP represents a strategic advance in Dubai’s automotive vision — combining logistics excellence, sustainability focus, and after-market innovation. By enabling high-volume multi-brand vehicle refurbishment (including EVs), the initiative strengthens the emirate’s role as an automotive services powerhouse and provides new avenues for business, compliance, and growth.

As Dubai further evolves its automotive ecosystem, this hub sets a benchmark for how trade, services and green mobility can converge in one platform.
