Law No. (5) of 2025 on Public Health in Dubai aims to reduce health risks by preventing the spread of infectious diseases and imposing travel restrictions on individuals diagnosed with communicable illnesses. This forward-thinking legislation introduces a comprehensive framework that not only reinforces Dubai’s emergency health response capabilities but also establishes robust systems for disease surveillance, vaccination programs, and public health awareness initiatives.

The new law clearly delineates the roles and responsibilities of key authorities involved in managing communicable diseases in Dubai. It designates various local government entities—such as the Dubai Health Authority, Dubai Municipality, the Dubai Environment and Climate Change Authority (within their respective mandates), the Dubai Academic Health Corporation, and the Dubai Corporation for Ambulance Services—as responsible for implementing and enforcing public health measures. Additionally, the law sets out the obligations of healthcare providers across both public and private sectors, specifically those licensed by the Dubai Health Authority, to ensure a coordinated and effective response to public health challenges.
Additionally, amendments to the Dubai Health Authority’s governing law have been made to ensure full alignment with the new public health agenda, marking a shift from reactive care to proactive wellness.
