Indian Consulate in Dubai Issues New Rules for Repatriation of Mortal Remains of Deceased Expats

The Indian Consulate in Dubai has implemented new regulations to streamline the repatriation process for mortal remains of deceased Indian expatriates in Dubai and the Northern Emirates. The revised rules aim to protect bereaved families from exploitation and ensure a more transparent and empathetic process. 

Curbing Exploitation by Agents

The Consulate has raised concerns over fraudulent practices by agents exploiting grieving families. In its advisory, the mission highlighted cases where middlemen charged exorbitant fees, far exceeding the approved rates. To counter this, the Consulate has urged the Indian diaspora to remain vigilant and avoid engaging with such unscrupulous agents. 

Families are encouraged to directly contact the Consulate, which provides refunds for repatriation services in deserving cases. However, the recent revelation of agents exploiting this provision has prompted stricter regulations to prevent misuse. 

Revised Rules for Repatriation

Key changes in the repatriation process include: 

Document Cancellation: Only a blood relative or a person with a valid Power of Attorney (PoA) can now cancel necessary documents and sign paperwork related to repatriation. 

Signature Requirements in India: The release of funds from the Indian Consulate now requires signatures from five authorities in India, including local panchayat offices, adding an extra layer of verification to ensure authenticity. 

Community Support and Helpline

To assist grieving families, the Consulate has partnered with a panel of community associations across the Emirates. These organizations offer free repatriation services, alleviating financial burdens for families during their time of loss. 

The Consulate has also reaffirmed its commitment to assist families directly or through persons duly authorized by the immediate family members of the deceased.

In implementing these new measures, the Indian Consulate in Dubai has taken a significant step to safeguard the rights and dignity of grieving families while ensuring a streamlined and transparent repatriation process. Families are encouraged to utilize the official helplines and avoid unauthorized agents to ensure a smooth and respectful handling of such sensitive matters.
