New Abu Dhabi Employment Rules Effective April 1: What Employers Need to Know

The Abu Dhabi Global Market (ADGM) has announced the implementation of its Employment Regulations 2024, set to take effect on 1 April 2025. These regulations aim to align with global shifts in workplace practices, providing enhanced clarity for both employers and employees regarding their rights and obligations.  

Key Changes in the Employment Regulations 2024

  • Redefinition of ‘Employee’: The term ’employee’ has been expanded to include remote workers, enabling companies to hire individuals who operate outside the traditional office environment. This change supports more flexible working arrangements and reflects the evolving nature of the workforce.  
  • Clarification of Employee Entitlements: The new regulations address ambiguities related to employee entitlements, particularly for part-time staff, ensuring fair treatment and a clear understanding of rights across various employment types.  
  • Streamlined Work Permit and Visa Processes: Procedures for obtaining and canceling work permits and visas have been clarified, simplifying compliance for employers and safeguarding employee rights.  
  • Enhanced Anti-Discrimination Measures: The regulations expand obligations related to preventing discrimination and victimization in the workplace, promoting a more inclusive and equitable work environment.  

These updates will replace the existing Employment Regulations 2019, with the transition period allowing employers sufficient time to adjust their internal policies and employment contracts to meet the new requirements.
